为此，本课题组提出了开发管控agent社交行为的基础结构imcsba ，旨在以社区联邦式的政策导向型agent社会体制为主线，从五维：信息内容语义的清晰化、 agent中介服务的体系化、 agent协商过程的理性化、 agent行为规范的法制化和agent服务调控的个性化，给agent提供开放式、多方位、系统化、安全的、且易于人透明调控的社交活动环境，去支持agent社交智能的高效开发。
